FAQ
What is a bond?
A bond is similar to a home mortgage. It is a contract to repay borrowed money with an interest rate over time. Bonds are sold by a school district to competing lenders to raise funds to pay for the costs of construction, renovations and equipment. The district does not receive funding from the state for construction of new school buildings or facility improvements.
When was the last NBISD Bond and what was the outcome?
New Braunfels ISD voters passed a $62.8 million bond referendum held on November 3, 2015. The majority of the bond program was to build Veramendi Elementary and Voss Farms Elementary to address growth with additional funds to address facility, safety and compliance needs of the district’s existing facilities.
Why did NBISD order another Bond?
The recommendations to call a bond came from the Facilities Planning Committee (FPC) comprised of more than 30 community members, employees, and parents. The FPC meet once a month from January 2017 until June 2018. They recommended a majority of what is in the bond package. The priorities identified by the committee included: addressing growth at the NBMS; demolish the NBHS Ninth Grade Center building and construct a new elementary school at that site to address older elementary schools (Carl Schurz, Seele & Lamar Elementary Schools); keep use of portable buildings as temporary solution; and expand of support facilities.
Has NBISD continued experiencing growth?
Yes. New Braunfels was listed as the 2nd fastest growing city nationally this past year with a growth rate of 80%, according to the latest U.S. Census population estimates released in May 2018. New Braunfels is the county seat of Comal County, which was also recently named as the second fastest growing county in the United States.
Did the school district seek community input before identifying the bond projects being requested?
Yes. The NBISD Facility Planning Committee was comprised of more than 30 community members, employees and parents. The committee members self-nominated themselves to serve on the volunteer committee and met at least once a month from January 2017 until June 2018.
Will voters have an opportunity to receive information and to ask questions about the bond issue before the election?
Yes. The majority of the information about the bond can be found on this website www.nbisdbond.com. NBISD will also host three community forums to allow the taxpayers to hear about the proposed bond projects and ask questions. The Bond Information Meetings for parents and the community will be held at the following times and locations:

What will happen if the bond election does not pass?
The needs will not go away. They will continue and increase in costs (inflation), and the District anticipates it would have to call for another bond election in the future. Note: current interest rates (the cost of borrowing money) have remained at all-time historical lows, providing an optimal time to sell school bonds. It is expected to cost more in the future to finance the capital improvements needed. Also, portable buildings would have to be utilized to due to increased enrollment. Portable buildings are not funded with bonds and would have a significant impact on the maintenance and operations budget, potentially causing a need to eliminate some programs.
When can we expect the new schools to be completed?
The new middle school is expected to be complete in August 2021. The new elementary school would open in August 2023.
What safety features will the schools have as a result of the 2018 Bond?
Installation of proximity card readers at all campuses, security bollards at all campus drop-off/pick-up areas, and security cameras will be added at all elementary schools. Additionally, the front reception areas and entries will be outfitted with ballistic glass film and renovated to further secure the school. Electronic doors locks will also be installed on all exterior doors to limit unauthorized entry and exiting from the schools.
Why was the decision made to demolish the NBHS Ninth Grade Center?
The main reasons were based on the need to replace aging schools, increase security and make our facilities more efficient. The site is a great location for a neighborhood school in an area that is landlocked. It is situated on a 14-acre site which is ideal for an elementary school site. With the need to not only replace the facility, it posed an opportunity for students in the Carl Schurz and Seele attendance zones to attend a new, modern facility that has the latest innovations, including safety and security. The current NBHS Ninth Grade Center was built in 1954 and is comprised of several detached buildings with exterior walkways connecting the wings. The building is a challenge to secure as well as update to make energy efficient.
Will NBISD continue to have a Ninth Grade Center after the current NBHS Ninth Grade Center is demolished?
Yes. The students will be relocated to the current New Braunfels Middle School (NBMS) once the new middle school off Walnut Avenue and Settler’s Crossing is completed in 2021. In August 2021, the incoming 9th graders will attend that campus. This building was built with the intention of it becoming the second high school. The move to this campus will allow for that transition to happen as soon as necessary.
What will happen to the current Carl Schurz Elementary campus once the replacement campus is built?
The plan is to utilize the school as long as necessary as a district facility. With the age of the facility and ongoing challenges related to flooding at that site, the building will not remain in operation and may be placed on the market.
Why does the 2018 Bond include funding for both transportation and technology needs?
In response to the tragic school events that occurred during the past school year, we envision additional expenditures that will be needed to implement new safety and security measures. The decision was made to move these expensive into the bond to be paid with short-term bonds. Once the bonds are sold for these expenses, the repayment period will be five years for technology purchases and 10 years for transportation-related items. This will allow NBISD to repay the debt quicker and with less interest than traditional long-term bonds.
When does NBISD plan to open a second high school?
The target set by the 2010 Facilities Committee was an enrollment for 9th-12th grade of 3,000 students. This target was set to ensure that the current programs at New Braunfels High School will be able to be offered at both high schools. Campus funding is based on student enrollment and splitting too soon could cause the district to have to cut programs. The transition to a second high school could happen as early as 2021 if enrollment increases dictate. The transition would happen over a three year period with the first year being 9-10, second year 9-11, and third year 9-12. This is the transition schedule followed by most districts so that students do not have to change high schools during their four years.
Can we add on to the current New Braunfels High School to make it bigger?
The current high school capacity is 2,100 students. Due to the limited size of the campus, including parking capacity, the campus cannot be expanded in size. Also, the surveys conducted by the Facilities Committee favor campuses in the 2,000 – 2,500 size.
How can bond money be used?
Bond money may be used for new schools and facilities, expansion and renovations of existing facilities, furniture, technology, equipment, busses and new school sites.
How is bond money restricted?
Yes. Bond money can only be used for capital improvements and related costs. It may not be used for employee salaries, utilities, and other such operating expenses.
Will the School Resource Officers (SROs) and/or their equipment be included in the bond package or how will you pay for them?
No. The SROs salaries and their equipment will be paid for through the NBISD General Fund. NBISD has contracted with the City of New Braunfels Police Department for four (4) SROs to be housed at each of NBISD’s four (4) secondary campuses. NBISD will pay for 75% of the cost of with the City of New Braunfels covering the remaining 25%.
Would this bond proposal have any impact on taxes paid by homeowners age 65 and older?
No. The property taxes of those 65 and older with a “65 and Older Homestead Exemption” would not be affected. Taxes of those receiving 65 and older homestead exemption are frozen at their present rate for as long as they own and occupy their home. For more information, CLICK HERE.
How do I calculate my personal tax impact for the bond package?
o calculate your personal tax impact from the bond package, divide the taxable value of your property (less homestead exemptions) by 100. Then, multiply that number by $.01 for the annual impact of the total bond proposal. The tax rate is not projected to increase by more than $.04 in the fourth year.
Example of Calculation:
Home Value is $230,000 - $10,000 NBISD homestead exemption = $220,000 taxable value
$220,000 ÷ 100 = 2200
2200 x $.01 (projected annual increase) = $22.00 annual increase
Maximum projected increase in 4th years is $.04
Example of Calculation:
Home Value is $230,000 - $10,000 NBISD homestead exemption = $220,000 taxable value
$220,000 ÷ 100 = 2200
2200 x $.04 (projected annual increase) = $88.00 annual increase
Who is eligible to vote in this election?
Any registered voter that resides within the school district boundaries is eligible to vote in the bond election.
Can I still register to vote in the election?
The deadline for voter registration is Tuesday, October 9, 2018. If you are not registered to vote by this deadline, then you are not eligible to vote in this election. You can get a voter registration application online by clicking here. You must be a resident of NBISD in order to vote in the bond election.
After I have registered, when will I receive my Voter Registration Card?
You should receive a Voter Registration Card within 30 days. On Election Day, please bring your Voter Registration Card and photo ID to your local polling place.
Do I need to present an ID when I vote?
Yes. In 2011, the Texas Legislature passed Senate Bill 14 (SB 14) creating a new requirement for voters to show photo identification when voting in person.
Acceptable forms of photo ID:
- Texas driver license issued by the Texas Department of Public Safety (DPS)
- Texas Election Identification Certificate issued by DPS
- Texas personal identification card issued by DPS
- Texas concealed handgun license issued by DPS
- United States military identification card containing the person’s photograph
- United States citizenship certificate containing the person’s photograph
- United States passport
- With the exception of the U.S. citizenship certificate, the identification must be current or have expired no more than 60 days before being presented for voter qualification at the polling place.
