Conflicts of Interest (CIQ) and Conflicts Disclosure Statement (CIS)

In accordance with Ch. 176 Local Government Code

Vendor Requirements

New Braunfels Independent School District is required to post all Conflict of Interest Questionnaire (CIQ) forms on its website.  This must be filed when a vendor is doing business with, or seeking to do business with the District, and;

  1. Has an employment or business relationship with an officer of the District or a family member of the officer, or;
  2. Has given an officer of the District, or a family member of the officer, one or more gifts with the aggregate value specified in §176.003, excluding any gift described in the same section, or;
  3. Has a family relationship with an officer of the District.

Statements must be filed within 7 business days after the vendor becomes aware that a conflict of interest exists. 

Vendors are reminded that this form is only required to be submitted if an actual conflict exists.

District personnel are not able to provide legal advice to vendors on this or any other legal matter. 

Local Government Officer Requirements

New Braunfels Independent School District is also required to post Conflicts Disclosure Statements (CIS) received from a “local government officer” of the District (defined in Sec. 176.003).  A local government officer shall file this required form, as adopted by the Texas Ethics Commission, with respect to an applicable vendor if the vendor enters into a contract with the District or the District is considering entering into a contract with the vendor; and the vendor:

  1. Has an employment or other business relationship with the local government officer or a family member of the officer that results in the officer or family member receiving taxable income, other than investment income, that exceeds $2,500 during the 12-month period preceding the date that the officer becomes aware that a contract has been executed, or the District is considering entering into a contract with the person; or
  2. Has given to the local government officer or a family member of the officer one or more gifts that have an aggregate value of more than $100 in the 12-month period preceding the date the officer becomes aware that such a contract has been executed or the District is considering entering into a contract with the vendor; or
  3. Has a family relationship with the local government officer.

Statements must be filed within 7 business days after the officer becomes aware a conflict of interest exists.

Officers are reminded that this form is only required to be submitted if an actual conflict exists.
